Domingos Soares Farinho is a lawyer with 25 years of experience in Public Law, including Administrative Law, Regulatory Law—particularly in the energy, tourism, and urban planning sectors—Public Procurement, Digital Law, and Social Sector Law.
Throughout his career, he has advised Portuguese public authorities, as well as public institutions in Portuguese-speaking countries, at both central and local government level, in addition to national and international companies.
His practice focuses particularly on the following areas:
- Regulatory compliance;
- Public governance;
- Complex administrative proceedings;
- Public procurement;
- Regulatory law;
- Digital transformation;
- Data governance;
The relationship between public authorities and private operators in regulated sectors.
He has held positions as Consultant and Senior Associate at international law firms, gaining extensive experience advising on complex matters involving regulatory and institutional frameworks.
He is currently Of Counsel at Grant Thornton & Associados – Sociedade Multidisciplinar, SP, Lda., where he leads the Public, Regulatory, and Digital Law practice.
He holds a PhD from the Faculty of Law of the University of Lisbon, where he is also a Professor and researcher specialising in Digital Public Law.
